Importing Chinese EVs to Saudi Arabia & the UAE: The GCC Guide

Gulf states (KSA, UAE, Qatar, Kuwait, etc.) apply unified GSO/GCC regulations: pure EVs must comply with technical regulations such as GSO 1927 and obtain a GCC Certificate of Conformity (COC) before customs clearance. Homologation takes 4–8 weeks, charged per model family.

On duties, Saudi Arabia levies 5% customs duty plus 15% VAT; the UAE applies 5% duty plus 5% VAT. Overall, the Gulf combines low taxation with strong purchasing power — one of the most profitable overseas markets for Chinese brands.

Best-selling Chinese models are mid-size SUVs and large EREVs: the Deepal S07/S09, Avatr 11/12 and the Tank / Fang Cheng Bao off-road lines are now common sights in Riyadh and Dubai. LHD, heat-resistant batteries and powerful A/C are non-negotiable.

Practical roadmap: confirm whether your target model already holds GCC certification (your Chinese exporter can check); test the water with small batches via personal import or a trading license; for volume business, register as a local dealer and sign a regional agreement with the factory to lock allocation and parts supply.
